Salary range: The salary range for this position is CAD $116.20 - $174.31 / hour Why Fraser Health?:
We are now seeking an innovative and forward-focused Chief Artificial Intelligence Officer & Vice President, Enterprise Technology, for a newly formed portfolio, who is passionate about large-scale digital transformation and complex change management. The new Vice President will be a collaborative, inclusive and visionary leader who will champion new technologies to advance Fraser Health’s digital agenda.


Reporting directly to the President and CEO, the Vice President will be a clear, caring, and courageous leader who spearheads the development, implementation and successful launch and sustainment of enterprise-wide digital strategies. This newly created executive role provides an exciting opportunity to ensure a seamless, digitally-enabled patient and provider experience across multiple platforms, while ensuring all Fraser Health’s leaders are equipped with meaningful and timely analytics and information to optimize resource allocation, as well as, strategic and operational planning.


The Chief Artificial Intelligence Officer & Vice President, Enterprise Technology is accountable for:

  • Creating a digital experience roadmap to drive transformative change towards how Fraser Health integrates technology to impact delivery of care, including Virtual Health.
  • Building partnerships with executive team members and industry stakeholders to ensure integration and alignment of strategies, operations, and policies to achieve organizational objective and key results.
  • Developing an advanced model of clinical and medical informatics across clinical programs to implement and utilize innovative uses and applications for advanced data analytics.
  • Representing Fraser Health in senior discussions with government, health authorities, and vendors/contractors to advocate/negotiate for the best technology solutions in healthcare.
  • Leading Executive Team and Board strategic decisions on plans, priorities, risks, and objectives in advancing digital health technology and data driven analytics with a focus on applying technology to improve the patient and provider experience.
  • Applying an equity and cultural safety and humility lens to the way Fraser Health uses technology to make decisions as well as in the selection and use of digital solutions.
Detailed Overview:
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Reporting directly to the President & Chief Executive Officer, Chief Artificial Intelligence Officer & Vice President, Enterprise Technology, has a mandate to ensure a seamless, digitally enabled patient and provider experience across multiple platforms to enhance the care we provide. Equally important is ensuring our leaders are equipped with meaningful and timely information to drive critical decisions in how we provide care and allocate resources to serve our community.

The Vice President provides executive leadership and a forward-thinking vision for a suite of technology and innovation focused teams. He/she/they is also responsible for the development and implementation of an enterprise-wide digital strategy, ranging from virtual care to research and innovation, and partners with operational leaders as product owners in the development, deployment, and sustainment of the strategy. They are well informed on leading practices and technology and uses that knowledge to transform patient and provider experiences to deliver exceptional care in a culturally safe, sustainable, and equitable manner.

The Vice President builds close partnerships with community partners and operational leaders to understand needs and identify opportunities to deploy the most appropriate technology solutions and innovations. In doing so, they will implement well-thought-out clinical and business strategies, improving quality and performance, and driving outstanding patient experiences for the diverse populations we serve.
Responsibilities:
Executive Team Leadership:

The Vice President creates a vision and is a champion for the patient and provider experience, through a forward focused digital lens. They lead enterprise-wide technology initiatives and the seamless integration of technology into how care is delivered, and decisions are made.

As a member of the Executive Team, they will build strong relationships with their colleagues, community partners, operational leaders and have a deep understanding of our needs to:
  • Develop strategies and operational plans that advance the digital agenda across the organization.
  • Build partnerships with executive team members and industry stakeholders to ensure integration and alignment of strategies, operations, and policies to achieve organizational objectives and key results.
  • Develop an advanced model for clinical and medical informatics across clinical programs to implement and utilize innovative uses and applications for advanced data analytics.
  • Create a digital experience roadmap to drive transformative change in how we integrate technology to impact the way we deliver care, including Virtual Health.
  • Represent and negotiate on behalf of Fraser Health, and the communities we serve, in senior discussions with government, health authorities, and vendors/contractors to advocate for the best technology solutions in healthcare.
  • Applies an equity and cultural safety and humility lens to the way Fraser uses technology to make decisions, and in the selection and use of digital solutions.
Portfolio Leadership:

The Vice President leads a patient and provider centred, technology and innovation focused portfolio consisting of: Patient and Provider Experience, Informatics and Technology, Virtual Health, Innovation and Research, and System Optimization. They are responsible to:
  • Define an ambitious and transformative vision and strategic plan and delivering measurable results while integrating information technology, system optimization, virtual health, innovation, and research.
  • Transition Fraser Health to a product-oriented operating model by creating deep partnerships with operational leaders to foster product ownership in the development, implementation, and sustainment of digital initiatives.
  • Lead Executive Team and Board strategic decisions on plans, priorities, risks, and objectives in advancing digital health technology and data driven analytics with a focus on applying technology to improve the patient and provider experience. Ensures short and long-term planning identifies required operating and capital expenditures.
  • Provide leadership in the review and assessment of technology to support both digital experience and effective clinical decision-making. Deploys technology to improve the speed and quality of decisions through access to relevant and timely information to support the provision of services in a complex health organization.
  • Ensure proposals for new or expanded programs and services integrate the digital experience, equitable access, and cultural safety and humility while ensuring operational planning, strategic alignment, and service needs are met.
  • Represent Fraser Health in government discussions for technology initiatives that ensure Fraser Health's inclusion in regional, provincial, and national health initiatives with a focus on enhancing the patient and provider experience in delivering and receiving care, including the appropriate access to relevant health care data.
  • Foster an environment of inclusivity where staff can perform at their best through a sharp focus on effectiveness, learning, and continuous development. Acts as a role model in leading others through significant change, inspiring high standards, and demonstrating support to the team.
  • While transforming the way Fraser Health uses technology, ensures changes comply with policies, laws, regulations, and standards of practice, and are effective at preventing information theft and fraud.
Qualifications:
Master's degree in health services or business management supplemented with fifteen (15) or more years' experience implementing, growing, and enhancing digital platforms, ideally related to healthcare. Experience leading the development, implementation, and successful launch and sustainment of digital strategies, including at least five (5) years at the senior management level of a large complex organization, preferably in health care.

  • Demonstrated experience in stewardship of large-scale digital mandates, and budget preparation and management of financial resources for both operating and capital costs for immediate and long-term planning purposes.
  • Demonstrated experience in leading and implementing a comprehensive change management process in a complex environment.
  • An understanding of the United Nations Declaration on the Rights of Indigenous Peoples Act and Declaration on the Declaration Rights of Indigenous Peoples Act.
  • Demonstrated ability to build collaborative working relationships, including integration of teams, and to communicate in a manner that is clear, compelling, and credible.
  • Demonstrated experience in knowledge management initiatives that includes the identification of people and cultural issues and experience in the shaping of an organizational environment that values an individual’s knowledge.
  • Comprehensive knowledge of current healthcare issues, trends, government directives, legislation, public policies, and issues related to technology in health care.
